Bugün uluslararası anlamda bölünmüş bir dünyayla karşı karşıyayız. Bu durumu anlamada temel kavram parçalanma olgusunu bilmekten geçiyor. Bir tarafta, devletler öte yanda ise uluslararası örgütler bulunuyor. Bu iki kutup karşılıklı değil çünkü uluslararası örgütleri kuran irade devletlerden kaynaklanıyor. Bu uluslararası örgütler arasında Avrupa Birliği öne çıkıyor. Bir uluslararası örgütten fazlası fakat bir devlet kadar güçlü de değil. Bu bağlamda, uluslararası hukuk ile AB hukuku ilişkisini incelemek oldukça ilginç olacaktır.

Kitapta uluslararası hukuk ile AB hukuku ilişkisine dair bir bakış açısı sağlama amaçlanmıştır.
